MED9 Meeting of the Ministers of Higher Education
The invitation to the Ministerial Conference has been extended to respective Ministers from the MED9 countries, members of the College of the European Commission and high representatives of the Union for the Mediterranean.
The MED9 Ministerial Conference: Advancing Higher Education Cooperation through the creation of the Mediterranean Mobility Mechanism (MMM), hosted under the Slovenian Presidency of MED9, builds upon previous discussions within the MED9 framework, while also drawing on the ongoing processes of the Union for the Mediterranean (UfM) and the European Higher Education Area (EHEA). This Ministerial Conference will provide an opportunity for MED9 countries to jointly discuss and deliberate on a coordinated approach to enhanced academic mobility, talent circulation, and collaborative capacity-building in the Mediterranean region revolving around the proposal for a Mediterranean Mobility Mechanism (MMM).
The 2025 MED9Ministerial Conference: Advancing Higher Education Cooperation through the creation of the Mediterranean Mobility Mechanism (MMM) will serve as a forum to:
- address challenges and opportunities related to academic mobility and access to quality higher education and research across the Mediterranean in the context of broader strategic challenges facing the MED9 region, including managing migration flows, addressing persistent skills mismatches, supporting youth employment, and enhancing regional economic competitiveness,
- assess the need for a coordinated MMM tailored to the regional context,
- explore possible modalities for MMM, including legal, operational, and financial dimensions, as well as define initial steps to its further development,
- identify policy synergies and promote better alignment between EHEA and UfM initiatives to strengthen higher education cooperation across the Mediterranean.
The outcomes of the Ministerial Conference will contribute to strengthening the political foundation for enhanced higher education cooperation in the Mediterranean, while ensuring that future MED9 activities build upon the groundwork laid at Brdo pri Kranju.
In this context, ministers will be invited to consider how future MED9 presidencies could maintain higher education cooperation as a standing item on the agenda of MED9. This commitment should remain closely aligned with ongoing EHEA and UfM processes, ensuring that Mediterranean cooperation in higher education reflects both European and regional priorities. Furthermore, the MMM initiative supports broader EU efforts to enhance cooperation with partner regions on skills development and talent mobility, including the recently launched Union of Skills, which highlights the importance of aligning higher education mobility with legal migration pathways and skills partnerships in the EU’s external cooperation.
