Thus, a fourteen-day quarantine is required upon entry into Slovenia for individuals coming from these four countries and those that are entering Slovenia and have permanent or temporary residence in one of these countries.

By way of exception, only certain categories of individuals from the countries on the red list may enter Slovenia without restrictions and quarantine.

Exceptions apply to the following only:

• Individuals doing business or performing economic activities who, when crossing the border, prove this with evidence confirming they do business or perform a relevant activity in Slovenia or abroad (i.e., with a registration certificate and an A1 certificate in accordance with the law governing the provision of cross-border services) and return home across the border within 24 hours or who present a negative SARS-CoV-2 (COVID-19) test result; If individuals work for a foreign company that provides its services in Slovenia and live in Slovenia, they also have to present their address in Slovenia upon crossing the border and a negative SARS-CoV-2 (COVID-19) test result (Point 2 of Article 10 of the ordinance);
• International transport personnel (Point 3 of Article 10 of the ordinance);
• Individuals transporting goods to or from Slovenia or engaging in transit cargo transport and leaving Slovenia within 12 hours (Point 4 of Article 10 of the ordinance);
• Individuals crossing Slovenia to travel into another country if they leave Slovenia within 12 hours after entry (Point 5 of Article 10 of the government ordinance);
• Individuals with diplomatic passports (Point 6 of Article 10 of the ordinance);
• Individuals who provide public utility services, for which they have a certificate issued by the responsible ministry and for which any inability to provide them due to a quarantine would cause major social or economic damage (Point 7 of Article 10 of the ordinance).

 With exceptions specified in points 2 and 7 a negative COVID-19 test is also required.

Validity of a negative COVID-19 test result reduced to 36 hours; a test is now also required for exceptions in points 12 and 13 of Article 10 of the ordinance

The validity of the COVID-19 test has been reduced from three days to 36 hours. The requirement that the test must be taken in an EU member state or a Schengen Area country continues to apply. However, now the test may also be performed by an organisation or individual authorised by the National Institute of Public Health.

A test is also required for certain other exceptions

The proposed amendment also requires a negative COVID-19 test result be presented by individuals who fall under the exceptions specified in points 12 and 13 of Article 10 (i.e., individuals crossing the border for family reasons or urgent private errands).

Who is placed in quarantine upon entry into Slovenia?

The ordinance specifies that a 14-day quarantine is ordered for all individuals entering Slovenia with permanent or temporary residence in countries with a deteriorated epidemiological situation (i.e., countries on the red list) and to all individuals regardless of their citizenship and country of residence entering Slovenia from these countries.

Exceptionally, only Slovenian citizens or foreigners with permanent or temporary residence in Slovenia may enter Slovenia without restrictions and quarantine if they are coming from an EU member state or a Schengen Area country, except if the country in question has been added to the red list due to a deteriorated epidemiological situation and is subject to restrictions specified in Article 11 of this ordinance. In this case, a quarantine shall be ordered anyway.

Quarantine shall also be ordered for individuals entering Slovenia from a country that is neither on the list of safe countries (i.e., the green list) nor the list of countries with a deteriorated epidemiological situation (i.e., the red list); this means the country is on the yellow list, except if it falls under any of the fifteen exceptions specified in Article 10 of the ordinance.
