The association notes that, in practice, it has become apparent that the regulation in this area, namely in the Act Regulating the Coat-of-Arms, Flag and Anthem of the Republic of Slovenia and the Flag of the Slovene Nation, the Decree on the Use of the Flag and Anthem of the European Union in the Republic of Slovenia, the Decree on Displaying the Flag of the Republic of Slovenia on Educational Institutions, and, to a lesser extent, in the Protection of Public Order Act, is causing a great deal of confusion in its interpretation, as the legislation is not set out in a very systematic or transparent manner. Therefore, it would make sense that the whole field of application of national symbols themselves and in connection with other symbols be regulated by a single umbrella act without unnecessary implementing regulations.
