73rd correspondence session of the Government of the Republic of Slovenia

At today’s correspondence session, the Government extended the provisional agreement regarding the hours paid for the work of trade union representatives and authorised Minister Poklukar to negotiate about the Collective Agreement for Police Officers. The Government also appointed the Director-General of the Treasury Directorate.

Extension of the provisional agreement regarding the hours paid for the work of trade union representatives

The Government of the Republic of Slovenia concluded an annex to the Provisional Agreement on the Implementation of Point 4 of Paragraph One of Article 22n of the Collective Agreement for Police Officers and the provision of a fund of hours paid for the work of trade union representatives operating in the permanent body of the trade union. The validity of the Provisional Agreement has been extended by six months by means of the annex and the Government authorised the Minister of the Interior, Boštjan Poklukar, to sign it.

The Provisional Agreement applies until the enforcement of the annex to the Collective Agreement for Police Officers, which will govern the fund of hours paid for trade union representatives’ work in permanent bodies of police unions, or for no more than six months. Given that the negotiations about the conclusion of the annex have not yet ended, its validity is being subsequently extended by six months.

Minister Poklukar is authorised to negotiate about the Collective Agreement for Police Officers

The Government of the Republic of Slovenia authorised the Minister of the Interior, Boštjan Poklukar, to negotiate the amendments to the Collective Agreement for Police Officers in the section referring to the work of trade union representatives involved in the bodies of the union.

In January 2023, the Government authorised the Minister of Public Administration, Sanja Ajanović Hovnik, to perform this task, as she was serving as the Minister of the Interior at the time, the function she has since ceased to perform.

In July 2022, the Government adopted the starting points to negotiate the amendments to the Collective Agreement for Police Officers in the section referring to the work of trade union representatives in the bodies of the union. If an agreement is reached with the unions about the conclusion of the annex to the Collective Agreement for Police Officers or if it is agreed to conclude a new collective agreement, the Ministry of the Interior will inform the Government of the foregoing and propose a conclusion.

Government appoints the Director-General of the Treasury Directorate

The Government re-appointed mag. Marjan Divjak as the Director-General of the Treasury Directorate at the Ministry of Finance for the period of five years, i.e. from 1 June 2023 to no longer than 31 May 2028 with the possibility of re-appointment.

The employees in positions as per paragraph two of Article 82 of the Public Employees Act, including directors-general at the ministries, are selected on the basis of an open competition, which must be completed three months before the expiry of the appointment period at the latest. In the same period, an official or an authority responsible for the appointment may re-appoint an employee to the same position without an internal or open competition.

In view of the foregoing, the Minister of Finance proposed that the Government re-appoint mag. Marjan Divjak as the Director-General of the Treasury Directorate at the Ministry of Finance.
