At today’s correspondence session, the Government adopted the text of the amendments to the proposed Act Amending the Health Care and Health Insurance Act, decided to conclude an annex to the Operational Plan agreed by the European Union Agency for Asylum and the Republic of Slovenia, and reallocated budget funds.

The Government adopted the text of the amendments to the proposed Act Amending the Health Care and Health Insurance Act (the ZZVZZ).

The proposed material submitted by the Government to the National Assembly of the Republic of Slovenia contains amendments to the proposed Act Amending the Health Care and Health Insurance Act, i.e. amendments to Articles 3, 11, 21, 22, 25, and 30 of the said Act.

The amendment to Article 23 of the ZZVZZ amends the classification of certain services and establishes the conditions and procedure for the exceptional approval of health services to which the insured person is otherwise not entitled under compulsory health insurance. Such exceptional approvals will ensure quick action, appropriate treatment, and rehabilitation.

The proposed amendment to Article 11 takes into account the opinion provided by the Legislative Legal Service of the National Assembly. The amendment sets out the procedure to be followed if, during its implementation, the financial plan of the Health Insurance Institute of Slovenia is determined to be unbalanced.

The amendment to Article 21 extends the limitation to the selected independent actuary. The amendment to Article 22 additionally stipulates the return of the revalued contribution to the founder in the course of the asset distribution procedure. The amendment to Article 25 of this Act regulates the payment of the compulsory health contribution, which affects the field of social security, as this will be regulated in the Social Assistance Act, in accordance with the consensus between the Ministry of Health and the Ministry of Labour, Family, Social Affairs and Equal Opportunities.

The amendment to Article 30 stipulates a deadline for the adoption of a new general legal act of the Health Insurance Institute of Slovenia (the ZZZS) (by the entry into force of the Act), which will lay down detailed conditions and a detailed procedure for the exceptional approval, while at the same time aligning the article with the new paragraph four of Article 40 of the ZZVZZ.

Extension of the Operational Plan agreed by the European Union Agency for Asylum and the Republic of Slovenia

The Government is to conclude an annex to the Operational Plan agreed by the European Union Agency for Asylum and the Republic of Slovenia. The Government authorised the Minister of the Interior, Mr Boštjan Poklukar, to sign the annex.

In view of the increased migration pressure, the Republic of Slovenia concluded an Operational Plan with the European Union Agency for Asylum on 19 December 2022. The aim of the plan is to strengthen the capacity of Slovenian authorities in the field of providing international and temporary protection and accommodation. As some activities are still ongoing or have not started yet and the migration pressure is still present, the Ministry of the Interior has proposed the support to be extended until 30 June 2024.

The Government reallocates budget funds

The government today reallocated spending rights in this year’s budget. Approximately €85 million will be allocated from the general budget provision to the Ministry of the Environment, Climate and Energy for the financing of price increases. The funds will be used for compensation provided to electricity and gas suppliers.

The Ministry of the Economy, Tourism and Sport will reallocate around €2.8 million within its financial plan. These funds will be earmarked for the European Youth Olympic Festival, namely for the co-financing of the event and equipment.

The Ministry of Labour, Family, Social Affairs and Equal Opportunities will be allocated funds from the general budget provision, totalling around €770,000 for the financing of price increases. The funds will be earmarked for the co-financing of the costs of materials, services and additional labour costs of social assistance providers, for the payment of the cost-of-living allowance for children, and for the payment of the energy allowance for the most vulnerable groups.
