EU funding for the e-procurement system
The main objective of the project is to upgrade the existing public digital services and roll out new services that are user-friendly, accessible, widely used and that allow users to better plan and carry out the necessary steps of the public procurement procedures.
The project will improve the efficiency and effectiveness of the implementation of public procurement procedures while promoting innovation, sustainable development, and social responsibility, which will have a positive impact on the functioning of the state and society as a whole. The project is aligned with the development goal outlined in the Slovenian Development Strategy 2023, i.e., Effective governance and high-quality public service.
The foreseen upgrading of the e-procurement system is part of a series of digitisation measures aiming to transform public administration and society that are outlined in Slovenia's EU Cohesion Policy Programme 2021-2027 under the specific objective Reaping the benefits of digitisation for citizens, companies, research organisations and public authorities. The investment is also in line with the Slovenian Sustainable Smart Specialisation Strategy or S5 and its central policy mix where digital transformation is considered one of the four thematic areas of intervention to be supported.
The project will help advance the digitisation of the public procurement system, which will make the implementation of public procurement procedures by economic operators, public administration bodies and other entities taking part in public procurement procedures fast, easy, more effective and more transparent. Digital transformation measures will support the digitisation of public administration services and processes for citizens and businesses, while respecting the principle of co-creation, leveraging data and advanced digital technologies and providing building blocks for the development of smart digital services. The beneficiary of the financial contribution is the Ministry of Public Administration.
The project is worth a total of 2,780,000 euros; it will receive 1.6 million euros, more specifically 1,608,396.79 euros, from the European Regional Development Fund.
