At today's session, the Government adopted a proposal for an amendment to the Municipal Financing Act, which provides systemic solutions for covering additional costs of municipalities and a starting point for the preparation of legislative proposals on Roma issues. It also reviewed the List of Beneficiaries of the Eighth Set of Advance Payments for the Reconstruction of Housing Due to Floods and Landslides from August 2023.

The Government has determined the text of the draft law on amendments to the Municipal Financing Act and is sending it to the National Assembly. The purpose of the draft law, which has been in coordination with municipalities and their representative associations since spring, is to provide a systemic solution for covering additional costs of municipalities, as currently specified in the draft Budget Execution Act for 2025 and 2026. The solutions contained in the amendment are the result of lengthy discussions with representative associations of municipalities. The purpose of the bill is also to ensure the targeted use of funds for co-financing municipalities with registered Roma settlements, and with new indicators of municipal development, a more objective assessment of the development of individual municipalities. The aim of the bill is also to provide additional funds to municipalities with the possibility of issuing municipal bonds and borrowing abroad.

The Government of the Republic of Slovenia has been informed of the preparation of draft laws on Roma issues. The draft laws on Roma issues address the key challenges of the Roma community and include measures in the areas of education, employment, regulation of living conditions and strengthening cooperation between key stakeholders. The measures aim to improve living conditions and the equal inclusion of the Roma community in society.

The Government has been informed of the list of beneficiaries of the eighth set of advance payments for the reconstruction of housing due to floods and landslides in August 2023. In the eighth set, a total of 337,815.80 euros in advance payments will be transferred to 76 beneficiaries. The list of beneficiaries was prepared by the Ministry of Natural Resources and Spatial Planning, taking into account the criteria set out in the law, data received from the Ajda online application, and data from the real estate cadastre. The Financial Administration will transfer the funds in the coming days. The list of beneficiaries will be publicly published on the central website of the state administration in order to ensure transparent use of public funds. The total amount in eight packages of advance payments so far is 35.4 million euros for a total of 7,636 owners of damaged residential buildings.
