European funds to ensure the quality of life for all social groups
This year, the Ministry provided EUR 23.41 million from the Recovery and Resilience Plan for 13 housing projects with 389 units. The Ministry provided funding to projects throughout Slovenia, built by the Housing Fund of the Republic of Slovenia, municipalities and local funds, Nepremičnine Celje – non-profit housing organisations and the Real Estate Fund of the Pension and Disability Institute of the Republic of Slovenia.

In 2025, five more projects with 302 housing units for which occupancy permits were already obtained in 2024 will be granted EU funds totalling EUR 16.98 million from the Recovery and Resilience Fund. Four out five projects have been inaugurated this year. They include housing projects Nova Dolinska I in II (Housing Fund of the Republic of Slovenia – 91 housing units) and Nova Dolinska III in Koper (Public Housing Fund of the Municipality of Koper – 75 housing units) and Sremiška 13 (Rudar Senovo – 16 housing units), and Žlapovec in Krško (Municipality of Krško – 17 housing units). The Podbreznik project in Novo Mesto (Housing Fund of the Republic of Slovenia – 103 housing units) will be inaugurated in the first months of next year.
In January 2025, the Ministry of a Solidarity-Based Future plans to publish the 2nd invitation to tender for The provision of public rental housing. This tender will be funded with up to EUR 2.84 million from the Recovery and Resilience Fund.
Investments in care homes and training, work and care centres
In 2023, the Ministry of a Solidarity-Based Future initiated the construction of housing facilities intended for older people who are dependent on the help of others. The Ministry finalised a public tender for the construction of new buildings for institutional care for the elderly. These included smaller, independent residential units designed in accordance with modern building standards, the use of sustainable materials, and complying with the requirements for nearly zero-energy buildings.
As part of this and the repeated public call for tenders, the Ministry co-financed 16 projects with a total of EUR 65.71 million absorbed from the Recovery and Resilience Plan. This project will ensure 539 new places in care homes and in training, work and care centres across the country.

All projects were initiated in 2024. Construction is already underway at individual locations, and, for most projects, beneficiaries of funds from the Recovery and Resilience Plan are in the phase of selecting contractors for construction, crafts and installation works, which are scheduled to begin in 2025. The total co-financing in 2024 was EUR 3.28 million. Most of the available funds will be fully used for construction in all designated locations in 2025.
According to the public tender and the Recovery and Resilience Plan, the deadline for all construction works is 30 June 2026.
