Strengthening Competences, Especially Digital and Those Required by New Occupations and the Green Transition

The Recovery and Resilience Plan addresses the digital competences of learners, adults and practitioners in the education system, the green transition in the education system, the education infrastructure, and the relevance of education to labour market needs. The objectives of the reforms and investments under the component "Strengthening competences, especially digital and those required by new occupations and the green transition", are to strengthen competences, in particular for the digital and green transitions and financial literacy, to respond more quickly to the needs of the economy and society, to facilitate the transition from education to the labour market, to strengthen the resilience of the education system, and to foster lifelong learning.

Renovating the education system for the green and digital transitions – reform

The objective of the reform is to equip pupils and teachers with new competences, particularly in the areas of digitalisation, sustainable development and financial literacy. This will strengthen the resilience of the education system and improve the alignment of competences with labour market demands. The reform involves modernising education programmes by revising curricula and programme documents in the areas of early childhood education and care, primary and secondary education, and adult education in the relevant thematic areas. The revised curricula include, among other things, digital competences, basic computing and IT content, competences for sustainable development, and financial literacy.

Reform of higher education for a green and resilient transition

The objective of the reform is to modernise professional higher education for the green and digital transitions and to align programmes with the needs of the labour market and society. The reform includes modernising professional higher education programmes through curriculum changes and practical training in the workplace. The revised curricula will include, among other things, digital competences and competence for sustainable development and will reflect the digitalisation of the learning environment. Furthermore, guidelines for the renewal of professional higher education will be adopted, including a blueprint for investing in green, resilient, sustainable and digitally connected higher education.

Modernising vocational and upper secondary technical education, including apprenticeships – reform

The objective of the reform is to facilitate the transition from vocational education to the labour market. The reform includes the modernisation of vocational and upper secondary technical education study programmes and short-cycle higher education study programmes, including through better use of the open (non-prescribed) part of the curriculum and better use of data on the employability of graduates and by focusing more on digital, green and other competences that future graduates will need to work in technologically advanced environments. As part of the reform, new models of cooperation between the education and training sector and employers in the implementation of training programmes will be developed and existing models promoted, and digitally equipped learning places for students.

Strategy for greening the education and research infrastructure in Slovenia – reform

The objective of the reform is to upgrade the education and research infrastructure in Slovenia to meet the needs of modern education and research processes, including the creation of flexible spaces that enable modern approaches to knowledge transfer, such as participatory and collaborative learning and an integrated institutional approach to the implementation of education for sustainable development.

The reform includes the adoption of a strategy for an energy-efficient and development-oriented system of investment in the education and research infrastructure by 2030. The strategy will define, in particular, the priorities for investing in the greening of educational and research facilities.

The comprehensive transformation of green and digital education – investment

The objective of the investment is to contribute to the objectives of reform A, i.e. to strengthen digital competences, competences for sustainable development and the financial literacy of teachers and pupils, to align education systems with the needs of the labour market, and to facilitate transition to the labour market. The investment includes the provision of training in digital and green skills and financial literacy for education and training professionals, projects with educational institutions to support the modernisation of teaching practices and the integration of new skills into regular study programmes, and the implementation of adult education programmes in the field of financial literacy.

Pilot projects for the reform of higher education for a green and resilient transition – investment

The objective of the investment is to prepare higher education institutions for increased demand for skills reflecting new societal needs through the development and implementation of more inclusive and flexible learning approaches. The investment will include the implementation of pilot projects to integrate green and digital skills in higher education. The investment will also support the adaptation of vocational study programmes for the professions of the future and labour market needs.

Strengthening cooperation between the education system and the labour market – investment

The objective of the investment is to align competences gained in secondary vocational education and professional education to the needs of the labour market. The investment consists of promotion of vocational and professional education and apprenticeships to encourage excellence in vocational and professional education, training of mentors in companies to improve the quality of practical training and strengthtening the involvement of social partnership by carrying out various events.

Greening the education infrastructure in Slovenia – investment

The objective of the investment is to contribute to the provision of more modern and environmentally friendly education infrastructure.

The investment consists of the constructionof a single educational institution, pursuing the objective of building high energy-efficient buildings with a primary energy demand of at least 20 % below the nearly zero-energy building requirement.
