The Sector for Information and Cybersecurity (SIKV), as the competent national authority, coordinates the operation of the information security system and oversees incident management coordination at the national level.

In this capacity, it coordinates and implements activities with the Incident Response Center for Information Systems of government bodies (SIGOV-CERT), the National Cybersecurity Response Center (SI-CERT), the Ministry of Defense (MO), the Ministry of Digital Transformation (MDP), the Slovenian Security and Intelligence Agency (SOVA), the Ministry of Foreign and European Affairs (MFEA), and the Police.

It closely collaborates with EU member states within the European Cyber Crisis Liaison Organisation Network (EU CyCLONe). In this role, it facilitates information exchange regarding cyber incidents with international stakeholders and is involved in coordinating cross-border cooperation during significant cyber incidents.

It prepares and, when necessary, coordinates with relevant stakeholders on:

  • Regular reports on the state of cybersecurity in the Republic of Slovenia
  • Security analyses
  • Specific assessments in the field of information and cybersecurity
  • Other materials that serve as a basis for decision-making at the strategic political level
  • Proposals for regulations related to information and cybersecurity
  • Opinions within its area of competence
  • Proposals for EU regulations that have been transposed into Slovenian legislation.

In the field of information and cybersecurity, it provides expert support to obligated entities, such as essential service providers (IBS), government bodies (ODU), and associated organizations. It serves as the contact point for the European Union Agency for Cybersecurity (ENISA) project aimed at enhancing the cybersecurity levels of obligated entities under the Information Security Act.

As the lead sector for the critical infrastructure of information and communication networks and systems, SIKV is responsible for developing proposals for protective measures for critical infrastructure in this sector. It collaborates on the preparation of proposals for establishing sectoral criteria to identify critical entities and offers expert assistance to critical infrastructure operators in planning the protection of their respective infrastructure.
