The Division for Non-Commercial Activities examines draft laws and other general acts submitted by the Government to the National Assembly or submitted to the Government for opinion by the National Assembly, and draft implementing regulations to be issued by the Government and the ministers in terms of their compliance with the Constitution, the legal system and EU law, as well as their compliance with the rules and techniques on legislative drafting.

The Division focuses on draft laws, regulations and other general acts governing labour, family and social issues, education, schooling, and sport, and also culture, health and defence.
