Ksenija Klampfer holds a Master's degree in European commercial law and has passed the state law examination. After graduating from the Faculty of Law, University of Maribor, she started her career at the Slovenske Konjice Administrative Unit where she also headed the Department for Internal Administrative Affairs for eight years. In 2015, she became head of the Maribor Administrative Unit. From October 2017 to April 2018, she was State Secretary at the Ministry of Public Administration, and then Minister of Labour, Family, Social Affairs and Equal Opportunities. Following her ministerial term, she worked as Deputy Director-General of the Public Sector Directorate at the Ministry of Public Administration before holding the post of Secretary-General at the Ministry of Digital Transformation.

In her professional life, she has always placed a strong emphasis on human resources development and the digitalisation of administrative processes, with a clear focus on improving efficiency and providing citizen-friendly services. During her more than 20 years in public administration, she gained a deep insight into the workings of public systems, developed competences in the management and administration of resources, ranging from human to financial, and learned that even the most complex conflict situations can be resolved with the right degree of decisiveness and a swift response.
