Safety requirements for lifts
A lift is a lifting device which operates between certain levels of a building and has a cabin which moves along guides that are rigid and inclined at an angle of more than 15 degrees to the horizontal and are intended for the transport of persons or goods. The cabin shall be so designed and constructed that its spaciousness and strength are adequate for the maximum number of persons or the rated load of the lift, as specified by the installer, and are intended for the transport of:
- people;
- people and goods;
- goods only, provided that the carrier is accessible, i.e. a person can easily enter it, and it is fitted with control devices located within the carrier or within reach of the person in it.
Lifts and safety components which comply with harmonised standards or parts of harmonised standards shall be presumed to comply with the essential safety requirements covered by those standards or parts thereof.
The carrier of each lift shall be the cabin. This cabin must be designed and manufactured in such a way that its spaciousness and strength correspond to the maximum number of persons and the rated load of the lift specified by the installer.
Where the lift is intended for the transport of persons and where its dimensions permit, the cabin must be designed and manufactured in such a way that its constructional features do not impede or prevent access and use by disabled persons and that appropriate adjustments are made to facilitate the use of the lift by such persons.
A conformity assessment body wishing to be authorised to implement periodic inspections of lifts shall be accredited as a control body in the field of lifts in accordance with the SIST EN ISO/IEC 17020 standard to the full extent for which it is authorised and may be accredited by the Slovenian Accreditation Institute.
Upon the periodic inspection of the lift, ensured by the owner, the notified body shall implement at least the following procedures:
- check the proper functioning of the safety and security equipment;
- check the proper functioning of other equipment which may affect safety;
- inspect the travel, support and suspension components of the lift to examine any reduction in safety due to wear;
- inspect the lift to ensure that it has not been modified in such a way as to affect safety;
- ensure that the surroundings of the lift have not been altered in such a way as to affect safety;
- check that the use of the lift has not been modified in such a way as to affect safety;
- check that all signs for use, operation, rescue of persons from the lift and guardianship, and instructions for use and maintenance are present;
- check that the control book is up to date with all new information acquired since the last inspection;
- check that any defects have been corrected since the last periodic inspection;
- check and renew the list of owners of the lift.
